Understanding Quality: The Pennsylvania Keystone STARS Program

What is Keystone STARS?
In Pennsylvania, Keystone STARS provides guidance to families by rating childcare centers on the quality of the care they offer. Keystone STARS uses a range of 1 to 4 stars. This guide is based on things most families think are important – such as safety, a friendly environment, and good teachers.
What do the Keystone STARS measure?

Staff education: Early childhood teachers have the training and knowledge they need to work with young children.

Classroom and learning environment: Quality programs have a variety of materials and activities for each age level. This makes it possible for children to learn something new every day!

Inclusion of families and the community: Families and community members are encouraged to become a part of the child’s learning process.

What to expect from a program participating in STARS?
